U.S. investigators have confirmed that a mechanical issue caused the seaplane crash that killed 10 people off an island in Washington state last year.

The Puyallup Tribe is celebrating the launch of its partnership with Kenmore Air, a new venture to diversify its economic development. Scenic seaplane flights start Friday with air tours of Commencement Bay in South Puget Sound, from a new terminal in Tacoma.

The U.S. Coast Guard released the names of the crash victims early Tuesday. The body of one of the dead was recovered by a good Samaritan after Sunday's crash. The other nine remain missing.
